Well, layouts are the different types and colours of headers and footers that you can use on Neopets. As of April 26 2007, TNT completely changed the layout of the whole site. You can see the old sidebars here. Most sidebars TNT releases are gained from participating in site events (plots, Altador Cup etc.), but there are a few that you can get anytime, but you'll learn more about that later.
To change what layout you are using, just go to your preferences 
and choose one from the drop down box called "Site theme".
Everyone starts out with this layout, its a blinding yellow associated with Neopets since they began.
Not to be confused with the above layout, this one is default for all players and comes in a slightly less blinding shade of yellow ;)
Another default layout, this time in green!
This one is super special... oh wait, nevermind, it's just red.
The last default layout; personally, I think this one is more bluer than the others.
These will randomly show up on the bottom right of the footer in all the default layouts.
To obtain this sidebar, refresh at the Haunted Woods between 11:59 PM - 12:01 AM NST on Halloween (time is unconfirmed, but basically around 12 midnight).
Rewarded for some people on the last day of the Advent Calender. It is unknown how exactly to get it. It seems that some people just get it and some don't. Can also be recieved from a random event in Terror Mountain, very rare though.
To obtain this sidebar, simply send the item 'A Mysterious Valentines Card' to somebody. Both you, and the receiver will receive the sidebar. However, this item must be sent on Valentine's Day.
To obtain this sidebar, you must be a premium member, then refer 5 active for paying premium members.
The Maraquan Sidebar was a prize for the Curse of Maraqua War. You can buy the prize with your war points.
To obtain this sidebar, you must complete 1 step of the Lost Desert Puzzle Plot (now over, so this is unattainable).
To obtain this sidebar, you have to have participated in the first, second or third Altador Cup and send at least one score. Visit the Prize Shop to get it.
Complete the whole of the Altador Plot to achieve. The plot is still playable!
To obtain this sidebar, you must have guessed at least one question correctly in the Cyodrake's Gaze plot.
To obtain this sidebar, you must have participated in the Tale of Woe plot.
You only get to use this layout on your birthday and Neopets' birthday. Best part about it, NO ADS!!!
